Job Description

Under the guidance and direct supervision of the Head of Support Services, WBG seeks a qualified Procurement Specialist / Manager who will be responsible for the development and implementation of strategic and effective procurement services reflecting international public procurement best practices, compliance with World Bank Group (WBG) procurement policy, rules, regulations and procedures, ensuring appropriate risk management and obtaining the best value for money for the acquisition of goods, services and the contracting of works. He/she analyzes and interprets the respective rules and regulations and provides advice and solutions to a wide spectrum of complex issues related to procurement. The role requires a deep understanding of procurement policy and processes and the Procurement Specialist should be able to apply them to the appropriate situations. In addition to responsibility for the deliverables of the work team, the incumbent’s work is focused on strategic relationship building and demand management, mainly referred to aggregation and dealing with complex organizational structures, preparation of business cases and understanding of the supply market, as well as sharing knowledge with projects in order to achieve reductions of costs and savings. Maintaining the highest degree of personal and professional ethics, the Procurement Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the Business Unit.

Duties and Accountabilities:

  • Lead National Supply-Chain Management team of the regional WBG to Manage work efforts across planning, strategic sourcing, categories management including internal customer alignment and satisfaction, supplier relationship management, contract management, risk management, program management and human resource management.
  • Management of the effective procurement process, such as PR, PO, Tender/Bid, Contract process.
  • Work closely with the regional programme team to understand their procurement and logistic needs
  • Establish and maintain strong relationships with suppliers to support efficient management of supplies.
  • Work with the project lead to ensure forecasted needs are timely and accurate and ensure reconciliation and goods are also moved to beneficiaries.
  • Monitor, with supervisory visits and documented spot checks, inventory storage and movement records in the warehouse which hold stock for which the project is accountable.
  • Develop and review the procurement plans for the project, including commodity quantification and distribution plans using correct assumptions and best practices.
  • Support project distribution planning and execution to ensure all stock are received on time at distribution points, and all stock is recorded during the distribution, and reconciled.
  • Regularly collect, collate and analyze value for money parameters and recommend areas of efficiency gains for WBG and partner's procurement.
  • Taking lead on all procurement activities, giving suggestions and innovative practices to the organization.
  • Work with the management and project teams to resolve relevant outstanding audit findings to improve overall compliance with organizational policies.
  • Responsible for the development and implementation of strategic and effective procurement services reflecting international public procurement best practices.

Selection Criteria

  • Advanced degree or equivalent preferably in Engineering, Sciences, Business administration, Social Science, law, Commerce, Economics, Procurement, Supply Chain, Management or similar degree.
  • A first-level university degree (equivalent to a bachelor's degree) and seven (7) years of relevant experience.
  • At least 5 years of experience in procurement planning and management in private sector/ international organizations.
  • Purchasing know-how and mastery in the 7-Step Sourcing Process.
  • Demonstrated experience of efficiently and efficaciously completing procurement of materials, goods and commodities.
  • Knowledge and ability to work on ICT tools for inventory management, logistics and supply chain management.
  • Highly experienced in negotiation strategies and tactics.
  • Experience in performance management and benefits tracking.
  • Ability to drive strong relationships with suppliers.
  • Ability to explain complex supply chain concepts in simple terms to a diverse client team (senior executives and Supply Chain Management professionals).
  • Excellent communication skills (oral and written) in English.
  • Strong credibility and integrity in this domain.

Desirable

  • Confirmed experience working on large-scale, consortium led, local, regional or international programmes in challenging contexts.
  • Experience in capacity building of implementing partners.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, local and international staff/partners.
  • Ability to represent a project to various audiences including senior government officials and donor representatives.
  • Strong communication skills, including advanced report writing skills.
