Job Description

Scope: The data engineer or analyst provides in-depth data analytics development and support for the Technical Support Services (TSS) Activity implemented by the regional mission. S/he is versed in PEPFAR and Regional Government's health indicator definitions and data collection systems. The data analyst utilizes this knowledge to work with the USAID Health Office and its implementing partners to demonstrate results through the retrial, data quality assessment, and analysis of key data, as well as providing assistance to other regional mission projects on request. S/he is expected to contribute to the design and development of improved data management systems, and administers the Tableau data analysis and visualization service. This role also facilitates technical links between the USAID office and the regional mission's activities through the informing of staff and consultants of broader issues relevant to strategic information (SI).

Typical Responsibilities:

  • As the go-to data engineer or analyst for assigned teams, be well versed on PEPFAR, USAID, National Department of Health, and other relevant data management systems, data analytic tools and approaches currently in-use by the teams.
  • Ensure continued data quality assurance for a managed service through the maintenance of technical and business processes, and troubleshooting of issues as identified.
  • Develop new indicators and related data quality checks to meet client specifications, for implementation in a managed service.
  • Ensure the effective administration and management of a Tableau server, coordinating the development of visualizations with the USAID Health Office.
  • Participate in technical and/or coordination meetings to stay abreast of assigned team's data needs. Be prepared to contribute and provide direction to the team on data issues.
  • Develop, support, advise, and guide regional, USAID Health Office, and/or its implementing partners on appropriate data infrastructure, data schemas, tools, processes, guidelines, and data products.
  • Conduct preliminary review of datasets for integrity as necessary.
  • Conduct in-depth analyses of datasets to identify trends and anomalies; summarize and present findings and recommendations using a variety of data visualization products.
  • Design, define, and develop metrics; run and interpret analytics; create dashboards and generate recommendations from modelling and measurement.
  • Be a resource to new and/or inexperienced team members on data-related issues.
  • When requested, be prepared to take notes during technical meetings that are action-oriented and can be used to develop realistic project scopes of work and timelines.
  • Assist with coordination of outside entities, technical experts, and service providers to ensure all aspects of the project are in-line with contractual requirements and client needs.
  • When requested, review technical deliverables from other team members and provide timely feedback and recommendations for their improvement and dissemination.
  • Serve as a resource to orient new staff and/or consultants to the region regarding strategic information needs, PEPFAR and NDoH indicators, data collection systems, tools, and approaches.
  • Follow the mission's processes and procedures when submitting trip reports, time-sheets, and other administrative deliverables.
  • Responsible for ensuring all relevant data analytics files are in Google Drive according to the mission's standards.
  • Be well versed in the use of the Mission's knowledge platforms, tools, and approaches such as Gmail, Google Drive, Monday.com, Slack, and Google Sites.
  • Be a resource to team members on how to use these platforms.
  • In coordination with the Senior Clinical Cascade & SI Advisor and, track activities against work plans.

Minimum Requirements:

  • A master's degree in biostatistics, computer science, statistics, mathematics, epidemiology, or related field with a minimum of 4 years' data analytics experience.
  • A first-level university degree or Diploma in a relevant field may be accepted in lieu of the advanced university degree.
  • At least 5 years of experience in strategic information or data management skills required.
  • Strong mathematics and critical thinking skills are required.
  • Knowledge of SQL and experience with Python are required. Experience with R is desirable.
  • Demonstrated familiarity with Tableau is required. Proficiency in other data visualization programs such as Google Data Studio, Power BI, and PowerPoint is highly desirable.
  • Experience with AWS products is desirable.
  • Experience with PEPFAR-funded, USAID or CDC-implemented projects is highly desirable.
  • General knowledge and interest in the current HIV and tuberculosis situation in the region necessary and is desired.
  • Comfortable working in teams as well as acting independently in the implementation of specific tasks, multitasking, and prioritizing; working under pressure and meeting deadlines.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
  • Strong oral and written communication skills are highly desirable.
  • Strong organizational skills are required.
  • Interest and curiosity to learn new software packages is required.
  • Proficiency in Google Forms, Google Docs, Google Sheets, Google Drive, Monday.com, Slack, are highly desirable.
  • For the post advertised, fluency in oral and written English is required. Working knowledge of another United Nations official language is an added advantage.
