Job Description HEAD OF TECHNICAL SAFETY ENGINEERING (IRC210363) Central Asia-Kazakhstan-ATYRAU-KZ-ATYRAU PROFESSIONAL FAMILY: ENGINEERING TECHNOLOGY SPECIALIST (DISCIPLINE) Overseas | Expert | Residential We are currently recruiting a Head of Technical Safety Engineering for our activities in Kazakhstan to provide technical safety support and assistance throughout the Venture for all ongoing and future projects; act as the Venture Technical Authority for all the technical safety activities; ensure that all technical safety issues are being addressed in a consistent way and in line with Company set requirements The Key responsibilities are: Technical Authority for the Technical Safety ensuring strict compliance with the process on all technical safety and related issues; Ensuring that standards and policies adopted within the Venture are in compliance with International Good oilfield practice and the laws of the RoK; Develop and implement corporate guidelines for Risk Assessment Activities; Develop Process Safety Strategies, Plans, Procedures and Processes; Advising all directorates and departments within the North Caspian Joint Venture on the RoK Orders governing Process Safety Related issues and safety legislation and its impact upon the project operations; Giving advice and guidance to all departments of NCOC NV and in particular direct reports regarding best practicable safety options, risk reduction methods and establishing methods of reducing risks to ALARP; Liaise and develop relationships with Directorate HSE teams on their requirements for Risk Assessment (RA) Activities; Ensuring the application of QRA within offshore and onshore projects & operations, by Leading and/or participating in HEMP studies/reviews e.g., HAZOP, HAZID, HAZEER, Bowtie, EERA, SIL, QRA, etc; Approve and/or Endorse Risk Assessments; Provide lead role in Process Safety Engineering deliverables, and advise other Directorates & Departments during the transition from Project Construction, through Commissioning, Start-up and into Production Operations; Preparing contracts and budgets for external safety specialists to support the Technical Safety Team; Where required aid in the investigation of safety incidents and participate in audits; Representing the Venture on all technical safety issues when dealing with external bodies; Participating in emergency call out and standby duties as required; Oversee the development of existing Project Risk Assessments into Operational Risk Assessments; Provide support to operations development of Manual of Permitted Operations MOPO; Provide guidance to operations on use of Simultaneous Operations (SIMOPS) strategy and rule sets Employment contract Permanent, International, residential. Skills Safety Engineering practices relating to Oil and Gas Production Facilities (Offshore & Onshore); Commissioning, Start-up and Operation of major (Offshore & Offshore) Production Facilities; Simultaneous & Combined Operations in the E&P upstream industry; Computer software programs e.g., Microsoft Word, Access, PowerPoint, Excel, Outlook, Visio, Internet Explorer. Knowledge of Safety Engineering related software packages preferred e.g., BowtieXP, PHAST etc. Understanding HSE Laws, Codes and Standards of the safety regulatory frameworks of the Republic of Kazakhstan Team Leader, self-motivator with good personal able to work as a team member as with minimum supervision; Mentoring and coaching skills; Good interpersonal skills with the ability to influence management COMAH and/or HSE Case development; Safety Critical Element Performance Standards (SCEPS) development; Operational Risk Management Process Technical Authority level in the understanding of the Technical and Safety issues of exploration and production activities Chair Person status for HAZID, HAZOP and SIL Assessments Proven track record in the preparation of technical documentation to a high standard such as, the development of Safety Critical Element Reports, ALARP reports, QRA reports and supporting , bow-tie analysis, all Consequence and Frequency and Risk Analysis work Willing to learn and meet tight time lines Requirements Degree in Chemical, Process or Mechanical Engineering (A Chartered Engineer and Fellow of a Recognised Engineering Institution) Experience in a front line engineering role Minimum of 10 years of experience working with safety issues preferably within the oil and gas industry Formal HAZID & HAZOP Training Qualification Proven track record in the preparation of technical documentation to a high standard, especially Safety Cases and Safety Management Systems.
