POSITION SUMMARY This position is a compliance assurance role responsible for supporting ND Operations in implementation of State and Federal Pipeline regulations. This Senior Specialist is responsible for ensuring compliance with 49 CFR 192 (Gas) and 195 (Transportation of Hazardous Liquids by Pipeline) by validating that all regulatory pipeline requirements are met. This includes the entire lifecycle process of design, construction and operation of regulated pipelines in accordance with State and Federal regulations. The position completes all State and Federal reporting requirements including the annual PHMSA report. In addition to internal relationships, the Specialist will serve as a liaison between Hess field employees and regulatory agency field inspectors. This interface is critical in maintaining accurate and consistent communications between Hess and regulatory agencies. ROLES & RESPONSIBILITIES Represent Hess – establish and maintain relationships of integrity and trust with all Regulatory agencies Verify compliance with 49 CFR 192 (Gas) and 195 (Transportation of Hazardous Liquids by Pipeline) NDIC, and PSC rules by performing inspections of all tasks required by the Hess Compliance Action Plan. These include:Written O&M Manual and covered tasks Pipeline Oil Spill Response Plan Integrity Management Program (IMP) Operator Qualification Program (OQP) Public Awareness Program Drug and Alcohol Program Control Room Management Confirm task execution by consistent review of documentation of the Pipeline Lifecycle (Design, Permitting, Pre-Construction., Commissioning, Operation, Abandonment, Reclamation) Process Required reporting including annual PHSMA reports Provide technical support to develop plans to close any potential compliance gaps Provide recommendation on tasks adjustments or improvements within the Regulatory process as needed Remain current regarding the latest developments in new and proposed PHMSA and Pipeline regulations Experience/Skills Detailed knowledge of PHMSA and Pipeline regulations Able to clearly and concisely communicate to all levels of the business Ability to collaborate and partner with other parts of the organization to influence regulatory compliance Strong attention to detail Education/Training College degree or relevant experience Minimum of 2 years of experience in PHMSA and Pipeline regulatory compliance Competencies The Hess Way of Working refers to competencies considered absolute pre-requisites for success.
