Works on capital projects including the review of electrical, controls, and network drawings, programming and commissioning of the controls system, and providing startup support including troubleshooting and loop tuning. Programs and maintains various PLCs and HMIs but primarily Allen Bradley PLCs/HMIs and GE iFix HMIs. Supports operations and engineering through the MOC process, ongoing maintenance, and troubleshooting. Supports a wide range of communications protocols, networks, and radio telemetry including Ethernet I/O, Device Level Rings, Ethernet Radios, Serial Radios, Modbus and OPC. Responsible to provide alarming and proper annunciation for operations including strobes and horns and maintaining a call out system. Maintains proper controls documentation including cause and effect diagrams, controls narratives, and network drawings. Responsible to program according to these documents and update them as part of the MOC process. Serves as primary leak detection contact for operations, responsible for specifying and reviewing system upgrades to promote world class leak detection. Works with engineering, measurement and operations on designing, commissioning, troubleshooting LACT skids and gathering systems. Works extended hours, including nights and weekends, in process operations environment and during periods of inclement weather. Responds to upset conditions during off-hours.

Develops and manages integrity and inspection programs for the corporation and assets, associated with tanks, vessels, and facility piping, including PSV’s, vapor recovery, mechanical equipment and structures at truck terminals, rail terminals, pump stations, marine terminals, docks and causeways. Maintains inspection programs and procedures. Implements, monitors and reports on the integrity and inspection programs. Develops and maintains metrics and key performance indicators relative to mechanical integrity, predictive repairs, replacements and inspection programs. Maintains trends to assist in predicting and planning repairs, replacements and defining inspection frequencies. Participates in engineering reviews, field troubleshooting, project support, inspection reviews, audits, and ensures inspection programs are developed and maintained. Manages all aspects of integrity projects and field troubleshooting: assessing integrity, defining problems and solutions, assessing inspection data; develops scope, develops repair and replacement plans and provides engineering oversight and guidance for completion and commissioning. Maintains/updates integrity and inspection data base for each project; facilitates the risk assessment process and fitness for services process. Conducts risk assessments. Integrates historical integrity and inspection data to develop a comprehensive integrity picture of the assets being assessed. Conducts Fitness for Service (FFS) evaluations, identifies designs for repairs, and perform re-assessments. Assures that all documentation is indexed, maintained and readily available via an electronic document management system for facilities, including tanks, vessels and piping. Assures that all design and inspection documentation is obtained, indexed and maintained to support the safe and sound operation of facilities relative to the maximum operating parameters. Serve as Subject Matter Expert (SME) to the Regional Tank Program. Duties will include: Provide technical consultation regarding Assessment Criteria, Repair Scope Approval, and Final Engineering Sign-off. Review and approve welding procedures if required. Review and approve NDE procedures if required. Provide technical engineering review and approval when requested. Maintains Andeavor Logistics Cathodic Protection (CP) systems to insure all facilities are protected and are compliant with local and federal agency requirements. Conducts surface potential and pipe-to-soil surveys. Makes soil resistivity tests to effectively locate new cathodic protection installations. Installs and maintains electrical equipment associated with prevention of corrosion requiring knowledge of power line distribution systems and electrical safety codes. Tests protected pipelines to measure the efficiency of installed units. Monitors interference point. Maintains cathodic protection station. Monitors internal corrosion and inhibitor feed rates; cleans, weighs and calculates corrosion rates. Installs cathodic equipment. Conducts surveys and tests, gathers data and prepares reports and has the ability to read plot plans, diagrams and specific prints Coordinating sample results and monitoring of chemical injection systems.

Performs relief system engineering analyses and engineering calculations associated with pressure relief system design/analysis with emphasis placed on quality of work product & work efficiency. Identifies overpressure scenarios for all types of process equipment. Calculates relief loads for overpressure scenarios. Evaluates pressure relief device capacities.

Provide support across the company by ensuring all existing and new facilities are electrically safe, compliant with applicable codes and standards, reliable and efficient. Maintain safe and reliable operations by performing installation, inspection calibration, configuration, maintenance, diagnostics, associated documentation, technical support, and training. Support covers a broad spectrum of RTU’s, EFM’s, radios, motor controls, pneumatic controls, AC/DC controls, instrumentation and various communication protocols. Applies electrical construction techniques and standard instrument installation techniques. Takes a logical approach to troubleshooting. Applies solid working knowledge and experience to solve moderately complex problems with supervision. Begins to develop own ideas and to plan own work with overall project plan or general direction from supervision. Comply with all required safety procedures and processes. Mentor associate technicians and provide guidance to less experienced employees. Complete assigned tasks with moderate supervision.

Oversees and maintains the onsite Occupational Health Clinic. Administers and maintains the policies, programs, and procedures of the clinic consistent with the company's general policies concerning medical services as defined by Corporate Health Services (CHS). Oversees procurement of necessary facility’s equipment and supplies to operate the clinic safely and effectively. Manages and supervises all clinic staff personnel, including nurses, medical assistants, medical technicians, EMTs, paramedics and/or administrative assistants. Mentors all health care professionals and other staff personnel in the delivery of appropriate and professional clinical services. Evaluates and treats injured and ill employees and provides emergency medical management and treatment for all injured workers. With the assistance of other clinic staff, performs variety of worker clinical evaluations including, but not limited to, medical surveillance examinations, worker fitness-for-duty examinations, pre-assignment/pre-placement examinations, return-to-work, etc. Reports examination activities to local management and to Corporate Health Services. Undertakes and oversees provision of specialty services such as drug and alcohol testing, medical screening, travel medicine consultations and immunizations, etc. Cooperates with Corporate Health Services in implementation of health education and wellness programming relevant to the refinery worker population and administers the delivery of those programs and activities at the local level. Provides all clinical activities under the direction of the Corporate Medical Director (CMD) and the local supervising physician and in accordance with applicable laws governing state licensure and national certification. Participates in weekly conference calls organized by CHS and/or the local supervising physician to discuss clinical cases and clinic managerial issues. Participates in frequent site visits by CHS and/or the local supervising physician. Participates in the implementation of clinical protocols and guidelines to be used during the provision of clinical services. Cooperates with CHS to implement policies which create uniformity, consistency and quality assurance in the delivery of clinical care within and between company refineries. Maintains a system of confidential medical records consistent with sound medical ethics while maintaining compliance with government regulations such as OSHA, the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the Americans with Disabilities Act (ADA). Enforces procedures for preserving confidentiality, while allowing access to those with a bona fide need to know. Coordinates and leads medical effort during medical emergencies. Supports refinery 1st response personnel during medical emergencies and provides advanced medical care and treatment. Serves as the liaison between the company and the local medical community. Is available during regular and non-business hours to assist with the plant's emergency response effort. Provides case management by procuring medical information to facilitate decisions relative to sick leave eligibility, return to work and placement questions. Assists in the management of workers compensation cases. Develops and maintains program to effectively monitor the status of absent employees due to illness or injury. Remains current and informed on regulatory issues affecting the delivery of occupational and other health services, hazard-specific regulations regarding worker evaluation and treatment of exposures likely to be encountered in a refinery or chemical setting and OSHA recordable safety issues as they pertain to the clinical treatment of injury cases. Collaborates with and actively engages both Safety and HR in the discussion and analysis of all occupational injury and illness cases. Obtains necessary continuing education credit hours and training as required by state and national licensing and certifying agencies. Participates in all off-site company health conferences/meetings as sponsored and directed by CHS for the advancement and training of internal clinical personnel.

Minimum undergraduate engineering degree required. Minimum 10 years refinery engineering experience with minimum 5 years project engineering and/or project management experience required.
