Collaborates with affected departments during gated Front-End Loading (Apprise, Select and Define stages where projects are initiated, concepts selected and front-end definitions developed) to vet resource estimates, schedules, business benefits, environmental/health/safety impacts. Participates in technical reviews to ensure detailed engineering meets corporate engineering standards. Develops project feasibility and economic analysis to determine viability. Prepares decision support packages for review and approval by management. Monitors and controls project performance during Project Execution stage to ensure project meets agreed quality, cost and time parameters in safe and environmentally sound manner. May have contractor oversight. Collaborates with Project Controls on project administration (scheduling, estimating, cost management, schedule management etc) so that project resources are optimized. Conducts productivity analysis to identify and resolve critical variances so that project can achieve established objectives. Coordinates with Procurement in development of contracting plan, including engineering and execution resources. Identifies risk factors and ranks as of level of threat posed to project's success during technical and location-oriented risk assessment. Develops and implements risk response plan to monitor and control risks throughout project lifecycle. Maintains accurate and current project documentation. Develops start-up manuals, operating and emergency response procedures, training materials, etc.

Lead and communicate documentation requirements for regional engineering department. Audit construction documentation to validate required documented per DOT, API, ASME, and NACE requirements. Documentation may include, but is not limited to: Welder Qualifications Weld Maps Weld Reports Weld Visual Inspections Coating Inspection Reports Hydrotest Reports NDE Technician Qualifications Material Test Reports Redline and As-built Drawings OQ Reports Support Administrative Duties for the Construction Group Adds Construction Checklists and Field Construction Documentation Requirements to Notebooks Works with Construction Leads and Field Construction Job Representatives to check Project Books for completeness Pre-Construction Documents and Checklists Post-Construction Records and As-built Drawings Assist project managers in validation of ISNetworld OQ Data prior to construction mobilization Track and report Project Book performance with regard to quality and timeliness on a quarterly basis Track and report safety program participation on a monthly basis Validate and submit approved timesheets to vendors for routing Perform documentation training to operations and contractors on an as-needed basis Prepare Project Books for Director approval on an as-needed basis Prepare Project Books for routing to the GIS, Documentation, and Drafting Department Searches and provides required documentation to Regulatory Compliance as requested

Develops and manages integrity and inspection programs for the corporation and assets, associated with tanks and associated appurtenances at truck terminals, rail terminals, asphalt terminals, pump stations, marine terminals, docks and causeways. Maintains inspection programs and procedures. Implements, monitors and reports on the integrity and inspection programs. Develops and maintains metrics and key performance indicators relative to tank integrity, repairs, and inspection programs. Maintains trends to assist in predicting and planning repairs, replacements and defining inspection frequencies. Participates in engineering reviews, field troubleshooting, project support, inspection reviews, audits, and ensures inspection programs are developed and maintained. Manages all aspects of integrity projects and field troubleshooting: assessing integrity, defining problems and solutions, assessing inspection data; develops scope, develops repair and replacement plans and provides engineering oversight and guidance for completion and commissioning. Maintains/updates integrity and inspection data base for each project; facilitates the risk assessment process and fitness for services process. Conducts risk assessments. Integrates historical integrity and inspection data to develop a comprehensive integrity picture of the assets being assessed. Assures that all documentation is indexed, maintained and readily available via an electronic document management system for facilities, including tanks and associated equipment. Assures that all design and inspection documentation is obtained, indexed and maintained to support the safe and sound operation of facilities relative to the operating parameters. Serve as Subject Matter Expert (SME) to the Regional Tank Program. Duties will include:Provide technical consultation regarding Assessment Criteria, Repair Scope Approval, and Final Engineering Sign-off. Review and approve welding procedures if required. Review and approve NDE procedures if required. Provide technical engineering review and approval when requested. Provide technical interpretation for the following (but not limited to): API 650 API 653 API RP 571 API RP 575 API RP 577 API RP 651 API RP 652 ASME BPVC Section IX ASME BPVC Section V STI – SP001
