Provides process control engineering support for refinery operations and capital projects using dynamic engineering techniques bringing time and frequency domains to normal engineering tools. Ensures process units behave as linearly and predictively as possible. Utilizes Bode plots, Nyquist diagrams, material and energy balances in tuning/troubleshooting and multi-variable control configurations for efficient and profitable operations in refinery process units. Provides basic day-to-day support for multi-variable controllers to ensure model certainty throughout assigned refinery process units. Works with Process Engineering, Economics & Planning and APC (advanced process control) team, where applicable, for solutions to moderately complex problems. Stays abreast of latest control technology through attendance at technical seminars and technical training. Provides capital and expense project support. Under supervision conducts feasibility and simulation studies evaluating economic value and impact on existing control systems’ installations. Reviews project documentation, drawings, equipment specifications and complex loop narratives. Participates on teams to support refinery activities such as process unit alarm management defect elimination, Process Hazard Analysis (PHA) and Management of Change (MOC). Works extended hours, as required, including nights and weekends in process operations environment and during periods of inclement weather. Accesses areas of refinery requiring use of stairs and/or ladders to inspect control equipment. Responds to process unit control upsets during off hours. Shares on-call duty with department engineers.

Drives assigned scoping studies and provides leadership to idea generation in Conceptual. Leads process engineering for comprehensive Conceptual content including cost estimate. Works with business and planning resources to develop and understand business case(s) and associated economic drivers. Owns the basic process design package and defines a solid scope in Feasibility for effective Definition stage deliverables working with the project sponsor. Supports detailed engineering resulting in complete “Issued for Construction” drawings that maintain design against prior stage definition, overall project goals, and Implementation stage objectives. Provides process input for project pre-Startup review and Startup. Works with unit engineers to organize and conduct unit performance tests to determine if benefits are realized. Provides support to process design evaluations and potential changes should project not deliver stated goals and objectives. Supports project closeout process-related activities such as as-built drawings and MOC (Management of Change) closeout. Provides assistance in conducting lessons learned on project performance. Reviews and approves, as delegated by management, technical and scope documents needed to appropriately support process engineering oversight of assigned projects. Provides leadership to development of PFD’s (process flow diagrams), P&ID’s (piping and instrumentation diagrams), control narratives, and cause & effect documents from initial design, PSM (process safety activities) activities/reviews, detailed engineering, and construction and commissioning. Participates in development and implementation of operator training, operating manuals, management of change (MOC) development, HAZOP (hazard and operability study) reviews and recommendation follow-up, P&ID review and verification from a process engineering perspective. Provides leadership to development, maintenance and overall quality of other typical process engineering deliverables. These include process design basis, heat and mass balances, process simulations, equipment sizing and design, ISBL/OSBL (inside battery limits, outside battery limits) interface conditions, and other items relevant to assigned projects. Provides process engineering technical leadership and answers questions from engineering contractors and technical disciplines to ensure clarity and accuracy of design against project goals and objectives. Proactively engages with company process engineering SMEs, local and corporate environmental, and local operations to insure scope clarity and accuracy against project goals and objectives. Proactively supports technical management and communication to project stakeholders. Provides oversight (and ownership depending on the project) to engineering contractors performing process work. Keeps engineering contractors working efficiently by demonstrating urgency to resolve open issues and action items. Supports unit process engineers, including turnaround support, when requested by management. Effectively communicate opportunities to affected Area Teams and the RLT. Develop project justification and submittals for annual capital budget.
