Development and Production International (DPI) is responsible for Equinor’s portfolio of producing assets and planned field developments in all countries outside Norway and Brazil. Job DescriptionThe Regulatory Compliance State and Federal Well Permitting Specialist is responsible for supporting the asset by coordinating and submitting regulatory filings in a timely manner with local, state and federal regulatory agencies and ensuring acceptance. To assure compliance with Federal /State regulatory requirements as related to drilling, completion, operations and maintenance activities. The focus will be ensuring US Onshore asset areas have established, well-functioning and a fit-for-purpose regulatory program aligned with business needs. The work is to be conducted in a safe, legal, and environmentally/socially responsible and effective manner, and in conformance with established Equinor guidelines, policies, procedures, and applicable governmental regulations. The key responsibilities of the Regulatory Compliance State and Federal Well Permitting Specialist include: Work closely with management, operations and other disciplines to clearly define regulatory issues and develop solutions Actively participate in meetings including , drilling, permit updates, rig moves/scheduling, etc. Effective liaison with agency representatives to secure permits and resolve potential compliance issues Representing/participating in industry groups/committees that monitor and/or influence regulatory efforts Coordinate, prepare, file and track regulatory filings for Onshore drilling and production operation including, but not limited to, construction permits, permits to drill, well completions, workovers, production facility and pipeline design and installations applications, Right of Way grants and decommissioning, and well facility and pipeline abandonments and relinquishments Maintain all annual updates, renewals and reports submitted to regulatory agencies while keeping company stakeholders informed of any changes to permit requirements to ensure compliance Ensure asset personnel are delivering necessary data and exhibits to meet filing deadline requirements Monitor and maintain knowledge of current and changing US onshore regulations Inform stakeholders of regulatory and policy changes with a potential to impact US onshore operations Conduct periodic regulatory compliance training for office and field-based operations personnel Contribute to the development of internal regulatory standards, policies and procedures Conduct periodic assurance activities to identify compliance gaps and corrective solutions The role is expected to drive change, improve efficiencies utilizing LEAN methodology and automation of repetitive/administrate tasks in alignment with Equinor’s digital roadmap. QualificationsBachelor’s degree or 6 years of practical and technical work experience preferred 7+ years of US Onshore drilling and production regulatory experience preferred Working knowledge of US Onshore drilling and production permitting regulations at the federal and state levels Experience working with ODRN, DNR, BLM and TRRC regulatory requirements. Texas State/Federal, Ohio State/Federal and/or Louisiana State drilling, completion, operation/maintenance permitting experience preferred Relevant work experience may compensate for formal education Personal QualitiesExceptional communication skills and ability to interact with personnel at all levels of the organization and with confidence, respect and integrity Ability to analyze information, solve problems and work in a team environment Ability to work in a fast-paced environment and manage a large workload with dynamic priorities Ability to research and comprehend rules and regulations Proficient skills in Microsoft Suite (Excel, Word, PowerPoint, Outlook, etc.) Ability to drive organizational change Demonstrated ability to identify, develop and deliver a variety of training topics Be imaginative, ambitious and stimulate new ideas High degree of organizational skills with the ability to multi-task Ability to live by our safety and security expectations We OfferWe offer competitive salaries, a general bonus scheme, good pension and insurance schemes and a comprehensive welfare package.
