Synchronizes feedstock/products movements using scheduling software to balance dependencies and constraints. Collaborates with schedulers to understand current inventory and shipment limitations and to formulate daily oils movement plans. Operationalizes monthly operating plan by providing daily production and quality targets by process units. Adjusts operating plan to capture market opportunities. Uses integrated scheduling and planning system/software to model feedstock quality and composition changes effects on product yields. Coordinates with Operations and Maintenance to identify plant constraints and maintenance opportunities. Responds to and mitigates short-term operating problems. Interfaces with Long Term Planner and Production Analyst to ensure production commitments are met and ensure alignment with corporate plan Utilizes the LP to optimize the short term operating plan, analyze opportunity feedstock purchases, provide updated in-month economic summaries, and evaluate finished product market opportunities. Ability to backfill gasoline blending and rail scheduling roles

Provides troubleshooting and optimization assistance for Operations. Conducts daily performance monitoring including energy consumption, yields and “process unit health” performance indicators. Generates, analyzes, interprets, acts upon and disseminates these performance indicators and unit operations data for assigned units. Evaluates catalyst usage and performance. Identifies long-term improvement opportunities to improve unit(s) profitability and optimize efficiency. Conducts process operations analysis and economic evaluation using simulation software. Reviews findings with refinery management and secures approval to implement. Exercises judgment in equipment design and process development to compromise between process requirements, economics, operator effectiveness and environment/safety objectives. Provides technical input into development and implementation of operator training, operating manuals, Management of Change (MOC) development, hazard and operability reviews (HAZOPs) and piping and instrumentation diagram/drawing (P&ID) verification. Supports developing process engineering work scopes and procedures for unit outages and Turnarounds and provides process support throughout the shutdown window. Interfaces with refinery’s Commercial group to ensure unit constraints and yields are accurately reflected in refinery’s linear programming model and disseminates individual unit’s economic values to Operations and refinery management. Must have physical ability to perform all essential job duties and work extended hours, including nights and weekends in process operations environment. Work may be conducted during periods of inclement weather. Must have physical ability to access all areas of the refinery including use of stairs and/or ladders to inspect critical process and mechanical equipment. Must be available to respond to upset conditions during off-hours.

Provides process control engineering support for refinery operations and capital projects using dynamic engineering techniques bringing time and frequency domains to normal engineering tools. Ensures process units behave as linearly and predictively as possible. Utilizes Bode plots, Nyquist diagrams, material and energy balances in tuning/troubleshooting and multi-variable control configurations for efficient and profitable operations in refinery process units.
