About the opportunity
The Head of Health & Safety position is an important function in the Health, Safety, Environment and Risk team, with responsibility for:
Setting standards for Heath, Industrial Hygiene and Occupation Safety to ensure that these are fit-for-purpose, meet legislative compliance obligations and effectively demonstrate and promote Beach’s HSE culture throughout the organisation;
Being the designated Technical Authority (TA) for Occupational Safety supporting the Asset-based General Managers and their Operational teams, and the Construction and Drilling General Managers and teams, in providing Safe Systems of Work for effective management of work execution and operational risk;
Ensuring visibility of reporting metrics for the Beach Board and Executive Management team on Health and Safety;
Maintain oversight and or conduct investigations, reporting and following up on H&S incidents to ensure the identification of root causes, timely close-out of incidents, to prevent the recurrence of incidents and to ensure that a continuous improvement process is applied;
Coordinating and leading company-wide Health and Safety risk management programs, campaigns and initiatives, including aiding sites and projects, to ensure activities are conducted in accordance with regulatory and company standards;
Establishing and managing occupational health and industrial hygiene risks through a health risk assessment process;
Establishing procedures for case management, fitness for work, and injury classification including protocols involving the company’s medical officer and Human Resources as required;
Providing effective SME oversight of key controls within a safe system of work and the systems that define requirements for these, including:
Isolations
Working at Heights
Confined Space Entry
Electrical Safety
Land Transport
Providing an interface across all assets and projects to ensure alignment with and consistency of deployment of the corporate HSE and risk requirements;
Annual budget management, including an individual delegation of authority of $1M and department budget of approximately $10M;
Managing staff performance and development to ensure timely and quality level of service delivery, aligned with Beach HR systems;
Championing the effective implementation and embedding of key processes and systems such as HSEMS, Risk, Approvals, Emergency Response and Compliance across Beach sites through site based HSE personnel;
Coordinating with operating assets, projects and other key stakeholders to ensure adequate resources are provided to support Safe Systems of Work, and operational effectiveness
Provide assurance of compliance to HSE management system standards and processes across Beach through site-based staff in accordance with an annual assurance plan.
Selection Criteria
Essential selection criteria
Tertiary qualifications in a relevant discipline or extensive experience in a similar role.
Extensive experience in the Upstream Oil and Gas industry, and strong understanding of key HSE and Risk requirements within the hydrocarbon or related industry.
Experience in auditing, particularly audits of Major Hazardous facilities, including offshore drilling rigs and production platforms.
Experience in deployment of HSE management systems and integration into broader operations management activities.
Experience in design, deployment, reporting and assurance of safe systems of work and corresponding electronic systems.
Knowledge of relevant industry HSE legislation; AS/NZS 4801 or ISO 18000 (Occupational Health and Safety Management) and AS/NZS ISO 31000 (Risk Management)
Proficient in MS Office.
Desirable selection criteria
Registered Safety Professional (CPMSIA or higher)
Training and Assessment qualifications
Qualifications in Management or Business (Certificate IV or higher qualifications)
Understanding of processing/production plant processes.
Relevant Process Safety experience or qualification.

The WHS Lead reports to the Head of Health & Safety position and is an important function in the Health, Safety, Environment and Risk team, with responsibility for:
Developing, implementing and maintaining an Occupational Hygiene Program including:
Developing the Industrial Hygiene standard and related procedures;
Executing a Health Risk Assessment (HRA) to baseline current occupational health hazards and controls for each site or activity (including gas plants, oil fields, offshore platforms, drilling rigs and construction sites;
Observing processes, procedures and operating conditions both inside and outside work sites;
Developing strategies for evaluating the work site to determine the degree of risk;
Collection and analysis of samples to assess worker exposure to physical, chemical and biological agents;
Using direct reading instruments, sampling techniques and other methods to measure levels of physical agents such as light, heat, noise and radiation;
Determining airborne exposure concentrations of contaminants and compare them to regulatory standards and guidelines and accepted occupational exposure criteria;
Evaluating the effectiveness of control strategies implemented to protect against workplace exposures and hazards (for example, personal protective equipment, ventilation systems);
Interpreting the results of exposure evaluations and determine risk to human health based on scientific research and recommend ways to control workplace hazards;
Being the Designated Technical Authority (TA) for Industrial Hygiene and supports the Asset-based General Managers and their Operational teams, and Construction and Drilling General Managers and their respective teams, in providing a Health Management System for effective management of work execution and operational risk.
Fitness for Work and Case Management:
Determining standards and related procedures for Fitness-for-Work, Case Management and Incident Classification and effectively deploy company-wide, interfacing with Human Resources and the Chief Medical Officer as required;
Recommending the classification of Health and Safety incidents in conjunction with Chief Medical officer where required.
Incident Investigation and Reporting:
Leading serious incident investigations using formal investigation tools and ensure investigation timeframes are met;
Drafting investigation reports and present findings in various company forums.
Assurance:
Leading or participating in annual assurance activities required of the HSE and Risk Division at various sites, supporting management system reviews of elements pertaining to health and safety;
Supporting the Production, Development and Exploration teams with the HSE evaluation, mobilization and monitoring of Contractors and Vendors as per Beach contractor management framework.
Safety Campaigns and Culture:
Developing and delivering campaigns required to mitigate specific field risks and improve safety culture based on analysis of HSE data, safety culture surveys and recent incidents and near misses. Improving a greater awareness throughout the organisation of the desired safety culture at Beach.
Performance Monitoring:
Determining appropriate leading and lagging KPIs for all areas of responsibility above, based on industry recommended practice and regulatory requirements.

BASIC ACCOUNTABILITY
The Lease Operator is responsible for surveillance and overall upkeep of oil and gas lease sites. Under general supervision, this position prepares, maintains, and submits daily reports and records of daily gas and/or liquid volume, well pressure and volume of chemicals used, etc. assuring wells are up and running. JOB RESPONSIBILITIES
Perform operational checks of assigned wells, equipment and plant facilities
Record run time, fuel usage and operating parameters into systems if SCADA is unavailable
Conduct production tests and perform minor repairs
Identify producing well alarms and work with automation to adjust alarms as necessary
Monitor progress of minor subsurface well maintenance limited to non-BOPE jobs (i.e. swab, slickline, plunger maintenance, hot oil/water, regulatory, routine testing, batch/chemical/scale jobs, long stroke/respace, cap string inspection, fluid levels, dynamometer).
Collaborate with Engineer, Optimization Operator & DSC/PA concerning wells and lease activities
General lease site upkeep (fences, signs, weeds, trash)
Communicates corrective maintenance needs to Planner Scheduler
Ensure accuracy of run tickets as required
Represent the company in delivery/receipt of materials and equipment
Maintain regulatory, environmental, and safety compliance in conjunction with and through close coordination with the Operations Engineers, Superintendents, Foremen, and Environmental Health and Safety Department

BASIC ACCOUNTABILITY
The Lease Operator is responsible for surveillance and overall upkeep of oil and gas lease sites. Under general supervision, this position prepares, maintains, and submits daily reports and records of daily gas and/or liquid volume, well pressure and volume of chemicals used, etc. assuring wells are up and running. Develops and applies an understanding of lease issues.
EDUCATION
High School diploma or equivalent
EXPERIENCE
Requires a minimum of 6 months industry related experience
JOB RESPONSIBILITIES
Perform operational checks of assigned wells, equipment and plant facilities
Record run time, fuel usage and operating parameters into systems if SCADA is unavailable
Conduct production tests and perform minor repairs
Identify producing well alarms and work with automation to adjust alarms as necessary
Monitor progress of minor subsurface well maintenance limited to non-BOPE jobs (i.e. swab, slickline, plunger maintenance, hot oil/water, regulatory, routine testing, batch/chemical/scale jobs, long stroke/respace, cap string inspection, fluid levels, dynamometer).
Collaborate with Engineer, Optimization Operator & DSC/PA concerning wells and lease activities
General lease site upkeep (fences, signs, weeds, trash)
Communicates corrective maintenance needs to Planner Scheduler
Ensure accuracy of run tickets as required
Represent the company in delivery/receipt of materials and equipment
Maintain regulatory, environmental, and safety compliance in conjunction with and through close coordination with the Operations Engineers, Superintendents, Foremen, and Environmental Health and Safety Department
Secure and maintain all Company equipment, including but not limited to computers, vehicles, and analysis or test equipment
