Senior Contracts Engineer - FPSO, Pipelines & Transportation & Installation

General Description:

1. Will be assigned to the Block - Offshore Vietnam as a Client direct hire performing the duties of a Senior Contracts Engineer
2. The responsibilities of this position are to (i) provide contracts formation and administration support for FPSO, Pipelines and Facilities Transportation & Installation Contracts; (ii) project budget administration management, and (iii) contracts administration data and files maintenance for large upstream oil and gas capital projects
3. Assist in the development of scopes of work, contract terms and related documents to meet deadlines in the contracting process.
4. Monitor and ensure compliance by contractors with contract terms and conditions, including insurance requirements and financial and performance guarantees
5. Prepare periodic contractor evaluation and performance reports, as required
6. Monitor contract completion and perform contract close-out and archiving activities
7. Maintain project contracts and procurement database
8. Evaluate and negotiate contractor claims and change orders. If required, may prepare material take-offs from structural, piping and other construction drawings; determine earned value of major facilities fabrication activities and otherwise calculate the cost and schedule basis for contractor claims
9. Draft and process commercial correspondence to contractors
10. Prepare periodic contractor evaluation and performance reports, as required.
11. Develop and coordinate the preparation of capital budgets for major offshore platforms and facilities including:
    • Preparation of capital cost estimates including costs of major installed equipment and materials, construction labor, equipment and construction and installation support costs.
    • Performance of project risk analyses and contingency requirements
    • Preparation and administration of multi-year capital cost budgets
12. Prepare budget forecast and update project financial databases
13. Provides functional monitoring of contract management and contract cost control activities to Contract Engineers and Quantity Surveyors directly assigned to development projects

Work Experience / Education Requirements The jobholder should have the following qualifications and direct working experience in Offshore Oil & Gas Field Development Engineering:

• Requires post-secondary education with emphasis on construction project management, engineering, procurement and contract claims management to provide multi-faceted skills necessary to perform financial management and contracting activities for large upstream oil and gas capital projects. Training in current computer software required to utilize project word processing, spreadsheet and databases
• At least 15 years pertinent experience with primary emphasis in principal duties of this position required.
• Must be able to work under pressure
• Excellent interpersonal skills required. Will provide staff support to multiple projects. The maintenance of productive working relationships with these groups is essential.
• Good analytical and communication (oral and written in English) skills essential
• Strong working knowledge of spread sheet, word processing and data base management computer program currently in use is critical Special Skills / Other Comments
• Proficient computer skills with modern day PC application packages
• Knowledge of the Vietnamese Law and functioning of a Joint Operating Company / Production Sharing Contractor in Vietnam will be an added advantage

• The position may require the candidate to be flexible to an extent where work locations will geographically vary due to various project and construction phases. Working in a
  project office, shipyard and offshore environment will be a requirement.
