General Description:

  1. Will be assigned to the Block …. Offshore Vietnam performing the duties of a consultant Electrical / Instrument Engineer. The position will be a Client direct hire position.
  2. Responsible for defining the Electrical, Instrumentation, Control & Safety System, Fiscal Metering and Telecommunication requirements for the facilities development and ensuring correct implementation during the design, fabrication, installation and commissioning phases of offshore facilities including WHRPs, MOABs, CPPs, FPSOs etc.
  3. Ensure that all legislative requirements relating to Offshore facilities in Vietnam are compiled with in respect to the above and are correctly implemented.
  4. Develop Company Standards, Specifications, Data Sheets and philosophies for Electrical & Instrument, Control and Safety systems.
  5. Develop Fiscal and Allocation metering philosophies
  6. Specify Electrical & Instrumentation & Control requirements for equipment / packaged equipment for Companies purchase exercises (both long-lead and non long-lead)
  7. Ensure that mechanical equipment & packaged equipment are specified, manufactured and delivered as per project requirement
  8. Interface with other engineering disciplines on their requirements and ensure the requirements are incorporated within design & integration of the equipment.
  9. Establish and monitor technical procedures for inspection and maintenance of mechanical equipment to ensure their effectiveness and safety in process during fabrication, installation and commissioning phases.
  10. Monitoring the Engineering Contractor’s Electrical & Instrumentation mechanical equipment design specifications / integration activities and progress during the Design Phases.
  11. Manage the interfaces between the various contractors and packaged equipment suppliers.
  12. From an Electrical, Instrumentation & Control engineering perspective, contribute & make recommendations of the assessment of conceptual and feasibility engineering study activities, facilities / infrastructure screening and economic analysis of the development scenarios.
  13. Strategize, develop and plan technical solutions from an Electrical & Instrumentation & Control engineering perspective for facilities covering those for topsides, substructures, process & utilities equipment, tie-backs for products export and utilities support, and the sequencing and methodology for future facilities expansion.
  14. Attend pre-award and coordination meetings between equipment suppliers.
  15. Monitoring the Engineering Contractors design and progress and highlight problem areas to the WHRP Team Leader / Senitor Project Engineer / Development Manager / Deputy Development Manager / Senior Management during the Design phase
  16. Provide Company interface to the legislative bodies (eg. Certifying Bodies) with respect to the equipment and safety issues.
  17. Provide Electrical & Instrumentation & Control input into HAZOP’s and other safety related analysis
  18. Provide Electrical & Instrumentation & Control input into requirements for subsea equipment.
  19. Contribute to the generation of the Company Basis of Design document.
  20. Provide input to QA/QC procedures for equipment acceptance / component code compliance activities.
  21. Provide overall technical leadership, coordination and accountability for Electrical & Instrument & Control requirements for packaged equipment systems design.
  22. Manage technical interface issues of the Electrical & Instrument & Control components and the packaged equipment, jacket, topsides and address materials / corrosion issues
  23. Generate cost estimates and prepare schedules for Electrical & Instrument & Control items
  24. Generate Invitation to Bid documents & associated scopes of work for the Electrical & Instrument & Control equipment and participate in consideration and evaluation of the bidders.
  25. Prepare yearly Work program & Budget for Electrical & Instrument & Control equipment for the facilities development.
  26. Provide Site support during the Fabrication, Installation and Commissioning Phase.
  27. Providing operational / technical support after hand over of the facilities firstly from contractor and then to Operations Department
  28. Provide technical support for the facilities during operations
  29. Make minutes, documents and final reports in one’s own duties
  30. Ensure that sound engineering practices are in accordance with ISO 9000 are maintained with the control division

Qualification & Work Experience Requirement The jobholder should hold a HNC/HND (Instrumentation / Control / Electrical) or Bachelors Degree in Instrumentation / Control / Electrical Engineering or equivalent and have the following direct working experience in Offshore Oil & Gas Field Development Engineering:

  • More than 15 years in the Oil & Gas Industry particularly the Offshore sector specializing in Electrical, Instrumentation & Control system design discipline during the conceptual design of construction, commissioning and operations of the facilities.
  • Knowledgeable in the design and operation of production facilities including large Processing Platform, Well Head Riser Platform, MOABS, FPSO / FSOs, pipelines, integration with subsea equipment and other offshore facilities
  • Capable of developing all Electrical, Instrument, Control and Safety System philosophies.
  • Extensive experience with latest technological advances in microprocessor based control and safety system, in particular and integrated system.
  • Extensive experience with Fire & Gas philosophies and Safety Shutdown Systems
  • Good background in the concept of and requirement of Fiscal Metering
  • Good background in Field Instrumentation & Electrical systems
  • Extensive background in Telecommunication system for offshore applications
  • Intimate familiarity with offshore engineering, fabrication and construction industry Special Skills / Other Comments
